  The Baltic Germans were a conspicuous and sometimes controversial presence in Imperial Russia's variegated mosaic of peoples. Their ancestral home lay in the western maritime provinces of Kurland, Livland, and Estland - territory which comprises most of present day Estonia and Latvia. Here they formed a hierarchy of social elites which dominated the economy of town and country. To a significant extent local self-government was in their hands. Names like Keyserling, Benckendorff, Wrangel, Meyendorff, Pahlen, Essen, and Reutern figured prominently among the ranks of Russia's leading statesmen, soldiers, and scholars. The study opens a window into the politics of the possible in a complex milieu where authoritarianism coexisted with due process and feudal contract with civil society.
